Zachry and its affliates have extensive civil construction experience in rail construction, railroad operations as an owner/operator, large bid-build and design-build projects, and significant California projects. With services that include construction, design-build, and infrastructure operations and maintenance, Zachry has a legacy of heavy construction that dates back to 1924. Zachry’s trademark ability to execute projects makes it the bedrock of private and public partnerships for rail, highways and roads, airports, bridges, tunnels, mass transit, and environmental remediation.

Between 1943 and 1961, Zachry bought and operated the Rio Grande and Eagle Pass Railroads, followed by the purchase of the Pecos Valley Southern Railroad, from 1955 until present day, which has remained continuously owned and operated by Zachry. This railroad operates under the same safety guidelines as Union Pacific Railroad (UPRR) and Burlington Northern Santa Fe (BNSF). Zachry’s owning and operating a railroad gives our team unique insight into design and construction coordination with stakeholders when working adjacent to railroad right-of-way, which will help expedite design approvals and ensure compliance with construction safety requirements. Zachry has completed a multitude of projects for numerous Class 1 railway clients, including UPRR, BNSF, Topeka & Santa Fe, and Texas Mexican Railway, and the firm also constructed the $450 million Domenigoni Valley West Dam project — one of the largest earth and rock dams in California.

Under contract since 2008, Parsons, as the prime consultant, and our subconsultants have completed the preliminary alternatives analysis and are currently completing an administrative draft EIS/EIR and 15 percent engineering, followed by 30 percent engineering. Our services also included coordination with the U.S. Environmental Protection Agency on the Clean Water Act 404 process, the identification of the least environmentally damaging practicable alternative, and the drafting of responses to comments made at the board meeting on the final program EIR/EIS.
